The contractor is the company that delivers the assets or services funded by the project. For software projects, that means building and deploying the system described in the project proposal within the project's timeline.
Astra Solutions is the AstraCore unit that works as a software contractor on EU-funded projects — from the technical specification to acceptance of the system and the reporting documents.

Eligibility check
We assess which open or upcoming procedure your business qualifies for and what the software component can include.

Specification and offer
We describe the functionality and submit an offer in the public-invitation contractor selection under CoM Decree 4/2024 in ISUN.

Development and deployment
We build the system in stages with demos and deploy it within the term of the grant agreement.

Acceptance and reporting
We provide the contract, acceptance protocols, invoices and technical documentation required for reporting.

Support after the project
We remain your partner for support and further development after the project ends.

How we work together
Our fee for preparing the application is a percentage of the approved grant — if the project is not approved, you owe no preparation fee. Software development is agreed separately as delivery under the project.
Questions about EU project contractors
How does the beneficiary choose a contractor?
Through a public-invitation selection procedure under Council of Ministers Decree No. 4 of 11.01.2024, run in ISUN. Contractors submit offers using the prescribed template and the beneficiary evaluates them against the published methodology.
Can CRM or ERP software be funded by an EU programme?
Yes, when the software is part of the eligible investment. Under “Introducing Green Technologies in SMEs” and “Innovation in SMEs (LAG)”, software is among the eligible intangible-asset costs.
How large is the grant?
It depends on the procedure: up to 70% under “Green Technologies in SMEs” (€77,000 to €450,000) and up to 75% under “Innovation in SMEs (LAG)” (€15,000 to €102,500). The rest is the company's own contribution.
Which documents do you provide for reporting?
The contract, acceptance protocols, invoices with the required details, technical documentation and evidence that the system has been deployed.
